CMAQ & RSTP FUNDING

In addition to Smart Scale Funding, localities and cities also apply for grants that use CMAQ or RSTP funds.

CMAQ- (Congestion Mitigation and Air Quality) - This program is designed to help states and local governments meet the requirements of the Clean Air Act. To be eligible for CMAQ funds a transportation project or program must reduce traffic congestion and improve air quality for nonattainment or maintenance areas.
RSTP- The Surface Transportation Program (STP) provides federal funding that may be used by states and localities for a wide variety of highway and transit projects. Regional Surface Transportation Program (RSTP) funds are STP funds that are appointed to specific regions within the state. 
Projects that receive these funds are funded at 100%.
