The County’s purchasing function is operated under the direction and supervision of the Director of Budget and Finance. The Budget and Finance Department is responsible for providing a centralized system for the management of public funds expended for uses such as supplies, materials, consulting and professional services, equipment purchases and construction. The primary goal is to encourage competition among vendors and contractors in a fair and competitive environment to provide the lowest cost advantage to the taxpayers. This centralized function ensures that public funds are expended on quality goods and services at the lowest possible price and promotes good fiscal control over public funds. The department operates in compliance with the Virginia Public Procurement Act to protect the County’s interest and maintain the quality and efficiency of goods and services received.
