STAGES OF CONSTRUCTION
INSPECTION REQUIREMENT: It shall be the responsibility of the permit holder or representative to notify the Department of Inspections when the stages of construction area reached that require an inspection and for other critical items as directed by the Building Official. No work requiring an inspection shall be concealed without approval of the Building Official or his representative.
INSPECTION TIME: The Building Official shall respond to inspection requests without unreasonable delay. The Building Official shall approve the work or give notice of defective work to the permit holder or his agent in charge of the work. Such deficiencies shall be corrected and re-inspected before any work proceeds that would conceal them.
NOTE: The cut-off time for ALL methods of inspection requests is 7 AM. ANYTHING coming in after that time or requesting afternoon time frames will automatically be put on the next day’s list.
A reasonable time should normally not exceed two (2) working days.

INSPECTIONS SHALL INCLUDE, BUT ARE NOT LIMITED TO:
NOTE: for ALL inspections the Building Permit(s) shall be posted in plain sight; the property address &/or lot number shall be posted in plain sight; all required Erosion & Sediment Controls shall be installed & maintained; approved plans shall be on site & available for review; ALL work shall be approved before proceeding to the next inspection.
1st Footing
Performed prior to placing concrete. Footing excavations dug and free of loose dirt with bottom reasonably level. Grade stakes and step down bulkheads installed. Property lines shall be marked.
2nd Projection
Performed when a minimum of two (2) courses of masonry is complete and the top of the footing is clean of all debris and anchor straps installed if applicable.
3rd Foundation
Performed prior to installing subfloor. Blockwork complete with crawl space graded and free from all vegetation. First floor framing installed and anchored.
4th Sheathing
Performed after ALL exterior wall sheathing is installed. All braced wall blocking, hold-downs or other anchors installed.
5th Window & Door Flashing
Performed after sheathing; may be performed with rough-in inspection; windows & doors shall be “flashed” in accordance with the manufacturer’s instructions.
6th Rough–in
Performed prior to installing insulation. Rough framing complete with windows and exterior doors set. Mechanical, electrical, and plumbing rough–in work complete with required pressure test on plumbing and gas piping.
7th Insulation
Performed prior to installation of wallboard or other finishes.
8th Final
All work complete with structure ready for final occupancy and use. Final grading and landscaping complete and, where applicable, best management practices as required by the Chesapeake Bay Act in place and approved. Floor finishes may be waived by the Director of Inspections.
OPTIONAL PERMITS: (Requires an additional $50.00 fee per inspection)
Projection – Performed when a minimum of two (2) courses of masonry is complete and footing clean of all debris and anchor straps installed if applicable. Unless requested, this work will be inspected as part of the box/foundation inspection without additional charge. Permit posted on site with Erosion and Sediment controls in place and maintained with a copy of approved construction documents on site.
Fireplace — Performed prior to installation of profile. Brick and blockwork complete from foundation through setting of first flue tile. Dampet shall be installed and throat of chimney parged. Unless requested this work will be inspected as part of the rough-in inspection without additional charge. Permit posted on site with Erosion and Sediment controls in place and maintained with a copy of approved construction documents on site.
NOTE: All work for each stage of construction shall be completed prior to making inspection requests. A trip fee of fifty dollars ($50.00), shall be charged for extra inspection trips and one hundred twenty five dollars ($125.00) for re-inspections due to situations as prescribed in Section 4-8.M of the County Code.
